Andrey Baryshev, State Duma deputy, believes that the project will help resolve the conflict in terms of pension insurance records, which are necessary to ensure that certain categories of residents receive an insurance pension.
It is an open secret that the expectations from the pension reform, which has been effectuated in Russia, have turned sour. The living standards of Russian pensioners have not changed, while the retirement age has already started to increase. Apparently, the government has begun to understand that something has to be changed at least to mitigate the negative impact of the reforms.
Andrey Baryshev who represents the United Russia party, submitted a new bill to the lower house of parliament. It proposes giving the Russians an opportunity to retire at the age of 60 for men and 55 for women if a person does not find a job within 12 months.

“The bill ensures the implementation of the social guarantees provided by the Constitution of the Russian Federation,” says the letter of explanations. “For people who have reached the age of 55 and 60 for women and men, respectively, it gives an opportunity to retire early if they are unable to find a job within 12 months from the date of recognition them as unemployed or for health reasons regardless of the type of their occupations. The pension insurance record of 15 years as a minimum is another condition for that.”
