Eva Merkacheva, a member of the Public Monitoring Commission, regularly visits prisoners at correctional facilities. She presented a prison torture report and proposed introducing a separate article “Torture” into the Criminal Code at a meeting of the Presidential Human Rights Council, attended by Vladimir Putin. According to Merkacheva, all those involved in the abuse of prisoners, including heads of penitentiaries and investigators who refuse to initiate cases on prisoners' complaints of torture should be punished under this article.
