Government to Pay for Expensive Relocations


Chances are the Transport Ministry of the Krasnoyarsk territory, as well as the regional Ministry of Agriculture, will soon change their address. Previously, the office building at 10, Prospekt Mira street, Krasnoyarsk, was the location of several other government agencies.

There are already offices of the regional ministries of industry and tariff setting policy in this building. According to sources in the regional government, the large-scale relocation might be connected with the interests of business partners of Alexander Uss, the governor of the Krasnoyarsk territory.

In Krasnoyarsk, a yet another scheme with the rental of offices for government agencies has been exposed.

The building where the leading government agencies of the Krasnoyarsk territory will be located is privately owned. It belongs to Vladimir Goryachev, a longtime associate of Gov. Uss and the main founder of all lease providers in this building, including the companies as Agriman, Market-Stroy, Unity Rake, etc. In 2019 when Uss took office as the governor of the territory, a sweeping relocation of government agencies began. In addition to government agencies, the Krasnoyarsk Regional Energy Company, a state-owned energy monopoly of the territory, moved to the building. At present, the budget of the Krasnoyarsk territory pays more than 40 mln rubles ($511,600) per a year for 4,000 sq. m. of rent. The rental fees are almost the same as in Moscow, the country’s most expensive city. This prudent spending of budget funds was highly unlikely to take place without patronage from someone further up the ladder.

According to one of the versions of local reporters, Vladimir Goryachev might be Alexander Uss' business partner in the activities of Krasnoyarsk Combined Heat and Power Plant. There is a shopping mall on the territory between the Street of 26 Baku Commissars and Krasnoyarsk Worker Street. The Vostochny market is situated on the opposite side the street. All this is a joint business project of Vladimir Goryachev, Viktor Zubarev and, possibly, Alexander Uss. It is known that revenues from the markets are falling, and their niche is being taken over by advanced shopping centers. Apparently, this is why business partners decided to cross over to a highly profitable market of renting premises for government agencies.

“Previously, we blamed the governors who came from other Russian regions,” said Oleg Pashchenko, the former deputy of the Legislative Assembly of Krasnoyarsk territory. “However, Uss was born there. He appointed only his fellow countrymen for all posts. So, this time, it will be impossible to lay all blame to timeservers and nomads.

It is known that since 1998, Nikolai Streltsov, the uncle of Vladimir Goryachev, Uss’s business partner, was the permanent head of the administrative office of the Krasnoyarsk Regional Legislative Assembly, where Alexander Uss was the speaker from 1998 to 2017.
